ARTIST Dian Sastro which frequently appears in Indosat ads for Mentari product "Mentari 1 Free Minute" admitted that she was enjoyed when she was asked to promote the product. Dian sees the opportunity. She soon planned a program. As an ambassador for social activities, Dian asked Indosat to hold humanitarian activities. The proposal was welcomed by Indosat leaders, including Marketing Director Guntur Siboro, Regional sales Director Syakib A Sungkar, and Division Head Prepaid Brand Manager Gede Krisnajaya. Guntur said the noble activity which was proposed by Dian should be supported.

Indosat builds 335 units of BTS in Sulampapua

Indosat readies to construct 335 units of Base Transceiver Station (BTS) in 2008 in a bid to improve service quality in Sulawesi, Maluku and Papua (Sulampapua). “as from the figure, 70 percent will be located in South Sulawesi,” said Fajar Oetomo, Head of Sulampapua Regional Office, in Clarion hotel, Makassar Monday. Each BTS needs Rp2 billion – Rp3 billion which later will serve 2,500-3,500 subscribers. The target here is bigger than the BTS development of in 200 in Sulampapua as they were only 200 units. The Indosat subscribers in Makassar are about 1.5 million connection with GSM and CDMA cards.

New Order contribution to telecommunication industry

The history of telecommunication in Indonesia grew rapidly in the New Order era.
1967- Indosat commenced its roles with development operational scope including making transfer process and accessing Intelsat's Indian Ocean Region satellites for 20 years period.
1969- the first Indosat commercial operation started in September 1969.
1974- the State-owned telecommunication company was divided into two, the State-owned Telecommunication (Perumtel) and PT Inti
1976- launching of Palapa A-1 Satellite in July 976
1979- accomplishment of Intelsat earth station construction, Station II, as part of the operational support to Palapa satellite
1980- Perumtel was divided into two state-owned enterprises, Perumtel and Indosat. Perumtel business deals with the telecommunication service nationwide and Indosat deals with international telecommunication.
1991-Perumtel status was changed into Persero and had new name, PT Telekomunikasi Indonesia or so-called Telkom
1992-PT Lintasarta was established for providing data communication network service or internet service
1993-PT Satelindo was established as the joint venture of some telecommunication companies, Telkom, Indosat, Bimagraha Telekomindo, and DeTeMObil. Ratelindo was also established as the joint venture of Telkom and Bakrie Electronics.
1995- some other telecommunication companies were established in which Telkom owned shares, those are Telkomsel, Komselindo, Mobisel, Metrosel, Pasifik Satelit.
This year the government sells some shares to public through the initial public offering (IPO). Telkom share is listed in the Jakarta and Surabaya Stocks Exchanges and also New York Stock Exchange and London Stock Exchange.

Operators keep on developing 3G

Telecommunication operators compete for the development of 3G telecommunication networks. Telkomsel has 3.8 million 3G subscribers, XL one million, and Indosat 500,000 subscribers. This is as summarized by president director of Telkomsel Kiskenda Suriahardja, XL Hasnul Suhaimi and Indosat Johnny Swandi Sjam. Kiskenda said Telkomsel 3G subscribers from September 14, 2006 to end of 2007 reached 3.8 million subscribers and 1.5 million of the total here active users. The Node B (3G BTS) has exceeded 2,000 in 81 cities. “The average revenue per user (ARPU) per month is US$16 or Rp150,000,” he said. As to Hasnul, the 3G infrastructure development should be ongoing to meet the customers’ needs. But, the problem is about the 5 Mhz frequency which is simply used for voice. Johnny Sjam said the Indosat’s 3G service has reached 17 cities and the total customers up to 2007 were 500,000. This year Indosat plans to add another 1,000 Node B so as to make 1,500 Node B by end of 2008.

Analyzing Temasek case

The KPPU decision on Temasek Hoding cross ownership remains the hot issue. The decision sparking controversy will have long impact noting that Temasek filed legal suit to the legal authority considering that the decision has many weaknesses. If thoroughly observed, many weaknesses as addressed by Temasek seem to be baseless. For instance, Temasek executive director stated the company did not hold any share from Telkomsel and Indosat. At a glance, the statement was right. This is based on assumption that Temasek did not own shares of the two cellular operators directly. Temasek through SingTel and STT as the Temasek subsidiaries, had 35 percent of Telkomsel and 41.9 percent of Indosat shares. Temasek rejection against the consideration stating not to impose tariff that inflicted losses to customers appeared to be illogical. It was proved that the return on equity (ROE) of Telkomsel, which was owned by Singtel 35 percent, was 55 percent. Thus the leading cellular operator here generated net profit of Rp11.182 trillion. The KPPU decision will create not only the conducive and fair competition among operators but also trigger the tariff cut down and quality improvement in telecommunication. End Of January, Government To Claim Commitment Of 3 G Operators

At end of this January the government will claim for the commitment to building 3 G network to five cellular operators who were awarded with the licenses of the service. The five operators concerned are among others Telkomsel, Indosat, Excelcomindo Pratama (XL), Natrindo Telepon Seluler, and Hutchison CP Telecommunication Indonesia (ex Cyber Access Communication). "After all reports and up front fees have been received from the five operators, BRTI and Directorate General of Post and Telecommunication will check their commitment to building the networks in big cities as promised by the operators," said Kamilov Sagala, a member of Indonesian Telecommunication Regulating Board (BRTI), in a meeting in BRTI office, Jakarta, Tuesday (22/1).

Cellular consumers warned to be careful. Operators are also trapped on tariff war

Consumers are asked to be careful on assessing the operator in the time of tariff war. PT Indosat Tbk just launched what so called first minute free Mentari and SMS Ce-eSan or free SMS among user of the operator's product. While PT Excelcomindo Pratama Tbk. (XL) promotes cheap tariff Rp0.1 per second for connection to all operator at second minute of talk. PT Telekomunikasi Secular (Telkomsel) claimed its products are the most transparent and flexible. Telkomsel recently promoted Simpati PeDe that sold Rp 0,5 per second from the very first minute of talk, and Kartu As that sold at Rp 20 per second. PT Mobile-8 Telecom also claimed of selling the cheapest product by selling Fren which sold at Rp 700 per minute for connection to all GSM operator without registration and change the number. Meanwhile Bakrie Telecom stated that they are the only company which gives money to the customers of Esia. PT Telekomunikasi Indonesia (Telkom) Tbk also promote another cheap product called Flexi which promise 100% free pulse. And PT Hutchinson promote 3 (Three) which sold at Rp 1 per minute on some time. Drastic price cut hampered Industrial competition

Telecommunication operators expected the authority not drastically cut telephone rate. Since if it become too low the competition on telecommunication business would be damaged. "New operators will be disadvantaged when it determined too cheap price," said the Director of Corporate Service of PT Bakrie Telecom Tbk, Rahmat Junaedi in Jakarta yesterday commenting the authority's immediate plan to reduce the price up to 30%. Shopping with cellular phone remains sluggish

T-Cash is the new service from Telkomsel by which cellular phone will serve as wallet for shopping with cash money. T-Cash user might get cash money in the Telkomsel’s shops. T-Cash is not that easy if compared to the FeliCa in NTT, DoCoMo in Japan. There, people can buy Coca Cola or a pack of cigarette just by handing over the cellular phone for payment. In Indonesia , it takes several minutes to make transaction with Telkomsel T-Cash for waiting for the authorization. Bambang Supriyogo, Telkomsel vice president mobile commerce, admitted there have so far been 500 numbers subscribing the program. But, it targeted to have 8 million customers by the end of year. The other operators followed Telkomsel strategy. For instance, XL has kept an eye for it. XL general marketing manager, Nurudin, said such strategy will not become trend within the next one or two years. However, Indosat has even proposed for permit to the Central Bank of Indonesia in this case.

Indosat ready to share towers

PT Indosat Tbk is ready to join the government program on tower sharing. The program could be conducted if it was adjusted to the capacity of their respective towers. "Tower sharing should be viewed from the capacity of each tower," Indosat President Director Johnny Swandi Sjam in Jakarta, Tuesday (8/1). It was said to clarify earlier reports that Indosat refused the tower sharing system. According to Johnny, for Indosat, current capacity of each tower could accommodate 5 systems in big cities with big population. Indosat has installed 4 systems: GSM 900, 1800 and 1900, and CDMA 800 in each tower. "So, totally, there are four systems and the remaining one system would be used for wimax," said Johnny.

Indosat works out mobile wallet

This year the mobile wallet service seems to grow well. Telkomsel has released T-Cash as the non cash mobile commerce transaction service earlier December last year. Indosat is soon to release the similar product. “We will launch mobile micro payment in the first quarter of 2008. just wait and see,” said Teguh Prasetya, Indosat group head for value added services and mail messaging. Indosat invested US$2 million for the new product here and prepared the system including operator, banking and the underwriters.

Indosat's Divestment Considered Violation of The Constitution

The government has been urged to take over PT Indosat from the foreign ownership and later on to establish it as a pure State Enterprise (BUMN) due to the divestment of Indosat in 2003 being presumed to have violated the Constitution, Decisions by People's Consultative Assembly, and laws. This has been insisted by Chairman of the Founding Council of Team For saving and Defending Indonesian Telecommunication Assets (Pepati), H Ismail SH, and Chairman Of Pepati, Ir Syahrul Akhyar, in a Meeting with Chairman of The National Awakening Party (FKB) Faction of RI House of Representatives (DPR RI), Effendy Choirie (Gus Choi) in the office of DPR/MPR in Jakarta on Tuesday. The divestment of Indosat's shares in 2003 has been presumed to have violated a number of regulations and involved some government official in that period. The release of Indosat's shares to the Singaporean telecommunication company has been considered by Pepati not only as a privatization or divestment, but also as a policy which has resulted in a threat to RI's security.

Many operators rule SMS tariff "It's only usual business cooperation"

The Business Competition Supervisory Commission (KPPU) has already found four operators among eight suspected operators who agreed to rule the SMS tariff. In an investigation on Monday, the investigation council said PT Bakrie Telecom management admitted to have signed an agreement on SMS tariff with PT Telekomunikasi Selular (Telkomsel) and PT Excelcomindo Pratama. "Similar to PT Hutchinson, they admitted on the agreement on price that should not lower than Rp 250-350,"said the council chairman Dedie Martadisastra. But, Director for Corporate Services of Bakrie Telecom, Rakhmat Junaidi, denied there was a cartel in the application of SMS tariff. "Actually, there is no cartel. We have explained it." In an investigation yesterday, Indosat said the company was not involved in the cooperation agreement. But, as a company which introduced SMS, Indosat (formerly Satelindo) applied tariff of Rp 350 since there was no regulation on SMS tariff at that time.

After February 18, 2008 most major wireless companies will have switched to an all digital network in the US. This switch spelled the end of the oldest US cell phone technology, "Advanced Mobile Phone Services", otherwise known as AMPS. The newer digital phones which the majority of cellular customers already had, allow services to handle a significantly larger volume of simultaneous calls, provide better voice quality, and give users the ability to transfer data via e-mails, text messages, and so forth.

Unfortunately, these newer phones also use higher frequencies which are more likely to interfere with hearing aids. The interference often creates a buzzing sound, making cell phone signals more difficult to hear. With AMPS disappearing, hearing aid wearers will generally be unable to make use of this lower frequency option any longer.

However, some digital phone models do offer a viable alternative. Determining which cell phone will be a good choice for those wearing a hearing aid has been made easier based on rating systems that have been implemented industry wide.

Asep Suhendi, head of Indosat Java Bali Nusra region, said Indosat expect the user to use StarOne not only in one area code in anticipation of CDMA operators competition. To boost up StarOne subscribers, Indosat also held China-based mobile phone product, ZTE, in the package program. Discount to Flood Victims (2/01)

PT Indosat Tbk gives a 50 % discount for voice tariff to people suffering from floods in Central Java and East Java. The discount is affective from December 29, 2007 to January 4, 2008. Indosat Marketing Director Guntur S Siboro said in a press release that the discount is available for disaster areas in Karanganyar regency, Solo, and its surrounding areas, Wonogiri regency, Sragen regency, Ngawi regency, Madiun regency, Ponorogo regency, Trenggalek regency and Bojonegoro regency. Besides the discount, Indosat also extended the time limit of pre-paid cards for subscribers in the disaster areas until January 4, 2008.

Flood does not affect service (2/01)

Despite the power supply cut off to 20 BTS and 2 BTS inundated in Bojonegoro, Telkomsel service is not affected in the flood areas. Telkomsel keeps on re-routing the transmission and re-homing the data base to the nearest BSC. Central Java has 1,830 BTS and East Java 1,745 BTS. Telkomsel director for planning and development, Syarif Syarial Ahmad, said the company has mobilized mobile BTS in anticipation of flood in Central and East Java. The company also replaces the power supply with battery, mobilizes generator genset, makes radio link or transmission infrastructure re-routing, use back up system and dries the flooded areas. Based on the monitoring, telkomsel network has normal function for both communicating internal and external Telkomsel networks.

Excelcomindo to add more stocks at stocks market (2/01)

The Indonesian Stocks Exchange (BEI) planned to call for XL to add more stocks through secondary public offering this year. In response to the call, XL president director Hasnul Suhaimi principally approved the plan. “But it is all dependent upon the stock holders,” he said to Tempo last Monday. Hasnul admitted with 0.2 percent of the stocks goes to public, Excelcomindo shares are no longer liquid. “The price becomes fake,” he said. Separately, Excelcomindo corporate secretary Ike Andriani in her letter to the stock market authority said the corporate will make bonds redemption worth by US$350 million to the Bank of New York earlier 2008. the bonds are issued by Excelcomindo Finance Company B.V., the subsidiary is based in Holland.

XL Challenges on SMS Tariff Calculation Tariff Regulation Considered Useless (2/01)

PT Excelcomindo Pratama (XL) said it was ready to compare its calculation on SMS tariff with the government and the Indonesian Telecommunication Regulatory Body (BRTI). XL President Director Hasnul Suhaimi let the government calculate and release SMS cheap tariff. "It's better to compare the calculation and references," he said. PT Indosat spokesperson, Adita Irawati said the company did not took advantage from the government policy, but saying it was difficult to lower the price since the revenue came only from SMS use. Meanwhile receiving operators get nothing from SMS sending. It would be different if receiver and sender got benefit.

Cheaper telecommunication tariff on February (2/01)

The government plans to issue new regulation on telecommunication traffic. Based on the regulation to be enacted in February 2008, telecommunication tariff will be cheaper. “Hopefully, everything is all right so that we can accomplish it earlier this year. I hope it finishes on February, or the sooner the better,” said Yusuf Iskandar, director general for post and telecommunication, following the communication and information ministry’s year end reflection in Jakarta Friday (28/12). In addition to interconnection, the government will also regulate the cellular mobile telecommunication system (STBS) including SMS service. On the other side, Bakrie Telecom’s director for corporate service, Rahmat Djunaidi, said the operators principally agree with the government plan here. But, the company is only called for interconnection tariff. “For interconnection, the operators basically agree with the government. But if the government want to regulate other issue such as SMS , we have to consider it first. Bakrie Telecom is only asked for interconnection,” he said.

Cellular operators not be added (2/01)

The government would not give a new license of cellular telecommunication operators due to lots of operators and tight competition among them. Director General Post and Telecommunication of the Ministry of Communication and Information Basuki Yusuf Iskandar said there was a tight competition in cellular telecommunication sector and its penetration reached 30% or equal to 80 million subscribers. Currently, there are eight cellular operators: Smart Telecom, Telkomsel, Excelcomindo Pratama, Indosat, Hutchison CP Telecommunication, Natrindo Telepon Seluler, Mobile-8 Telecom, and PT Sampoerna Telekomunikasi Indonesia. The only fixed telephone operator which has not received a license, is PT Bakrie Telecom Tbk. The operator only has license of CDMA-based technology wireless fixed telephone.

Compete in Tariff and Coverage (2/01)

Competition in telecommunication business was amazing last year. This year, operators would compete to attract subscribers. Cheap tariff, coverage service and various services would become bullets in the competition. In the next few years, GSM is predicted still to control the market. Operator policy which run two services: GSM and CDMA, would impact on the weakening penetration of CDMA market. To maintain its domination, GSM operators would increase its subscribers. Among the strategies, the GSM operators would compete in tariff which is the selling point of CDMA. Operators would also attract subscribers to value added services and widening coverage.
