The local government’s decrees of common towers proliferates: local revenues VS city planning

The government, together with other stakeholders, strives to craft regulation that can facilitate and regulate the building of telecommunication towers (the based transceiver station, BTS). The effort is spurred by the dispute on the regulation on towers by the local government of Badung, Bali; a case that eventually went to court. Learning from such conflicts, in the last few months several local governments tried to regulate the towers by issuing decrees on common towers. Several local governments have prepared the drafts for such regulations, for instance the local government of the cities of Batam, Singkawang, Sidoarjo, Gresik, and the local government of the province of North Sumatra. / Suara Pembaruan, pg 19
